EMTEL | Enabling managers to enable learning

Summary
The provision of services to the public is changing dramatically throughout Europe due to the fact that budgets are constantly decreasing. Competitive tendering has been introduced increasingly and, overall, there are less staff to satisfy the ever increasing expectations from the public which they serve. Staff in all posts and at all levels within public authorities must now be totally effective, i.e., have the current skills, knowledge and attitude required, as well as constantly updating their skills and knowledge to allow them to undertake new tasks, and to be totally flexible as the need arises.

Partners will develop open learning materials to be used by managers at all levels in order to provide sufficient knowledge and skills in order to undertake the responsibility for the training functions in their own section/department/team. They will also produce a manual/portfolio of resources and support materials which managers can refer to and up-date as trends change. These products will be made widely available in different forms - hard paper copy, CD-ROM or CBT, and in English, Dutch, Italian and French.

Impact
The training developed by this project will equip managers with the knowledge and skills to enable them to be effective in the provision of learning opportunities and to make them aware of the key roles and responsibilities with regard to continuous staff development.
