MABIS | MEASUREMENT AND ANALYSIS OF BUSINESS INNOVATION GOVERNMENT SUPPORT POLICIES

Summary
The project on the Measurement and Analysis of Business Innovation Government Support Policies (MABIS) aims to contribute to efforts to monitor and assess research and innovation policies in Europe and beyond. This project supports the attainment of goals set out in the Horizon 2020 Work Programme “Europe in a Changing World: inclusive, innovative and reflective societies” by contributing new research tools and evidence on the role of public support for R&D and innovation in promoting improved innovation and socio-economic outcomes.

Building on OECD’s unique expertise in standard setting and analysis as well as its formal access to national experts and officials with policy and statistical responsibilities across its member countries and strategic partners, the MABIS project seeks to extend the comprehensiveness and usefulness of existing evidence on the use of policy instruments in support of business innovation by:
• Ensuring the continued collection and dissemination of information and statistics on the design and cost of tax incentives for R&D inputs over three more years, in a more efficient and user oriented fashion.
• Enhancing the statistical measurement of government support for innovation to cover a more comprehensive set of policy instruments, outside the scope of or insufficiently captured by available data and statistics.
• Deepening and extending the use of the distributed microdata analysis approach from the descriptive analysis of R&D trends and assessment of R&D input additionality to the pilot analysis of a more comprehensive set of impacts of R&D tax incentives and direct funding of R&D.
• Fostering knowledge sharing on the use, design, implementation and impact analysis of a broader range of R&D and innovation support policies, supporting in the process the coherent delivery of business R&D support policies and R&D statistics by promoting the efficient use of common and state of the art definitions and standards.
