Guidance for Water Security Planning

Summary
Specifications for the Guidance to water utility operators to produce a Water Security Plan that would address the security aspects in drinking water supply (M24). Pre-normative research will be carried out to establish the validity and reliability of those elements already proposed that would form a security plan that have the potential for further EU-level harmonisation. Based on the eight elements identified and proposed for validation, i.e.: 1. Decision of water utility to establish a Water Security Plan; 2. Vulnerability assessment; 3. Define protection level; 4. Determine the protection level; 5. Undertake a gap analysis; 6. Design of event detection and protection system; 7. Additional use of Water Security system to support general operation; 8. Prepare an emergency response plan. The prime candidate element for consideration of harmonisation will be 6. Design of event detection and protection system. This will be confirmed at the kick-off meeting.
