Initial Analysis of the barriers to investments in innovative RES

Summary
In task 3.1, the data collected within WP2 is analysed with a view to identifying strategies, drivers and barriers of green procurement with respect to the involvement of innovative SMEs. The analysis presented in deliverable D3.1 follows the principle of triangulation, combining the insights obtained from case studies, database research as well as a quantitative survey. This approach provides several angles on the central issue, and combines the perspectives from both the public purchasers and the suppliers. Deliverable D3.1 will contribute to strengthening the conceptual foundation of the project, providing the basis for developing a number of main assumptions and hypotheses about the challenges with and opportunities for stimulating RES uptake through SME friendly GPPs. These assumptions and hypotheses will in turn provide useful input to both the stakeholder café’s and policy co-creation workshops during the second half of the project period.
