• Mapping of current SPREM approaches in other countries:
o Desk research on recent research and other publications,
o Interviews with SPREM managers in front running municipalities (e.g. Rotterdam, Amsterdam, Utrecht in the Netherlands, …).
• Analysis and assessment of current real estate management practices in Belgium:
o Interviews with public real estate managers of three municipalities that are considered as ‘best in class’ regarding real estate management (e.g. City of Antwerp),
o Interviews with public real estate managers of three municipalities that can be considered as representative for the target group,
o Review of the SPREM approach of The Facility Company itself.
• Development of the most appropriate SPREM approach for Public Clients:
o Development of the general SPREM approach,
o Adaptation of SPREM to specific Public Clients groups:
Municipalities with a large Real Estate portfolio,
Municipalities with a medium Real Estate portfolio,
Municipalities with a small Real Estate portfolio,
Public Clients at the Flemish Regional Level.
o Development of the SPREM implementation roadmap.
• Defining data and information requirements:
o Defining data and information requirements for SPREM,
