Test plan and KPIs definition

This report will describe the inception of the planned test within each city, including among others, the type and the location of the experiment, which kind of test which will be implemented by the cities (among the existing levels), data and stakeholders involved into the experiment and the KPI that will be used to measure the performance of the experiment.
