First progress report on the VERIFY cooperation with Global Initiatives including UNFCCC/SBSTA, GCOS and WMO/IG3IS

Activities towards the global systems reported at M25 in a first report. Will be updated in a second an final report at M45. The report will also include requirements to VERIFY further development. It will ingest other deliverables and provide an overview.
