Interim report with specifications for skill-levels for baseline model

The interim report will contain a detailed description of the model, the literature review of the standard parameters, a literature review of estimates from Mincerian regressions and how we intend to use them to calibrate the skill accumulation parameters, and a preliminary description of the policy simulations. The aim of this report to gain feedback from the steering board and other stakeholders.
