This research paper will review of the state of the art and elaborate an analytical framework for studying accountability mechanisms The accountability framework studies the multitude of distinct arrangements that ensure accountability of differentiated governance in the EU by analyzingmodels of accountability that exist under supranational intergovernmental regulatory and other arrangements of differentiated governance as defined in legal commitments with each accountability arrangement corresponding to one or more of the modes of governance under the overall analytical framework andorganizational practices in accountability forums in particular but not only the delegation from parliaments andor parliamentary bodies to executive actors and the responsibility of these actors to parliaments andor parliamentary bodies at different levels of governanceOn this basis the accountability framework establishes a detailed set of criteria for the assessment and evaluation of democratic accountability of differentiated governance at the EU and the national level including for assessing and evaluating specific mechanisms that were established to hold differentiated governance accountable with respect to individual sites of governance In order to allow for a wideranging but finegrained analysis the accountability framework finally defines a small set of indicators for examining accountability mechanisms in differentiated governance
