The report will describe the financing services and financial terms to be delivered by the Public Financing Instrument PFIs under the CFs4EE Financing Scheme define the Project Delivery Organization to setup to support its development and describe the roles of each partner of the scheme as well as their operational legal and financial relationships The report will also define the added value expected from the project delivery partners of the scheme and the selection criteria to use in the procurement phase A detailed business plan will be delivered at M24 outcome of task 41
