This deliverable produces the Governance City Planning and Strategy Handbook for citizencentric resilient and safe cities TA5 It is based on the work done for the development of the Master City Plans for TA5 CitizenCentric Resilient and Safe Cities Task 41 M12 and by collecting and critically reflecting on the experience of Lighthouse cities in the implementation of local activities Task 42 Task 43 Starting from the realization of interactive meetings of exchange knowledge between Lighthouse cities the Handbook will include a the collection of best practices tools and resources b the analysis of key success factors and lessons learned c the formulation of guidelines for future actions d the formulation of recommendations to a wider audience eg FCs
