D5.1 Framework for Super-Labs Assessment - version 1

This Deliverable will consist of a first draft version of the documentation protruding to the assessment framework that will define the methodologies techniques and success parameters for assessing operation of TSLs and achievement of expected impacts they will have to the community The development of the assessment framework focuses especially on the following points 1 planning for possible difficulties in the regions transition processes 2 defining a set of KPIs analysing assessment methodologies for the TSLs criterion assessments 3 implementing methodologies 4 reviewing and integrating results from the implementation phase and drawing useful conclusions on efficient operation of TSLs in the preselected regions of transition
