Final version of the performance-based methodology for SME segmentation

The methodology will be performance-based (segments defined by the level of impact of specific support mechanisms on SMEs rather than other, unspecified factors) and backed by the solid, empirical data, allowing for improved targeting of SMEs in European regions by existing support measures.
