Summary
Describing the advantages of enabling interregional co-founding at the initial phase in driving EU start-up initiatives. This white paper is expected to have policy implications with regard to the facilitation of a pan-European entrepreneurship culture through pre-company support, by using the EU-XCEL experience as model of multiple level cohesion (regional, sectorial, cultural). The paper will provide policymakers with a new instrument for building connectivity at the individual entrepreneur level within the European entrepreneurial ecosystem.
