Optional 1st and 2nd Recruitment Event

In case at the end of the 4th month the number of ESR recruited should be below a threshold defined by the Supervisory Board, a Recruitiing meeting will be organized and advertised. As a further option this event can be replicated in the 7th month if issues in recruitment should persist.
