First release of Web Platform

First full-featured web platform release of starts.eu with STARTS Residencies as submenu of starts.eu and embedding Ulysses features, brokerage community management with logins and map, news posting by STARTS projects, simplified management of third parties's residencies calls, open source code release, etc. (Lead : IRCAM; partners : Libelium, EPFL, Inova+, FhG ).
