Document describing: a) the nature of the services to be provided by each CF; b) the methods/methodologies to be used (measurement techniques, measured parameters, precision and accuracy, data handling procedures, quality assessment methods and tools, protocols and data formats); c) requirements in terms of infrastructure and human resources; d) access protocols for internal and external users (in coordination with WP6).
