Summary
The third task of this work-package will provide the foundation for the decisions to be made by the ECCSEL Board regarding improvement and enlargement of the ECCSEL RI.
Based on work during ECCSEL PP II, prioritization of research facilities selected for upgrading (CAT-2) and new construction (CAT-3) will be revised and presented to the Board for their decision.
Guidelines for prioritization have been defined in the previous preparatory phases of ECCSEL (as relevance, state-of-the art uniqueness, complementarity and potential for moving the CCS technology frontier).
In this work input from WP4 will be used for assessing the long-term relevance of new facilities. Proposals for upgrading (CAT 2) and new (CAT 3) facilities will be identified in the member states and assessed and prioritized against the set of criteria and the ECSSEL Business Plan. The prioritized facilities will first be presented to the Board for preliminary approval before more thorough assessments of the technical and economic viability of the constructions and operation of the facilities will be prepared. The assessments will include analyses of the technical feasibility and capacity of the proposed facilities, their associated technical risks, and in cooperation with WP1, the potentials for technical innovations derived from the innovation management tool. The assessments will also include analyses of the cost and revenue prospects and associated economic risks. The required input for the assessment will be provided by the relevant stakeholders of ECCSEL aligned via the Coordination Committee.
The assessment with recommendation related to the prioritised facilities will be presented to the ECCSEL Board for final approval. Furthermore, any relevant information from the techno-economic assessment developed in this task will be provided as input to support the establishment of national and EU funding opportunities in WP2.
This task will also identify existing large pilots and test facilities in Europe that are potentially interesting for inclusion in ECCSEL. Based on decisions by the Board, technical discussions will be initiated with the operators/owners of the large research facilities to elucidate relevance to ECCSE RI. Information about conditions related to technical operation, access, HES and cost issues will be collected as a support to the Board for their final decisions about inclusion.
The ECCSEL Business Plan will be up-dated yearly with regard to the current prioritizing of CAT 2 / CAT 3 facilities and plans for implementation developed in this task.
Deliverable D3.3 will provide the decision basis including detailed techno-economic assessment, to the ECCSEL Board for the above described decision on enlargement and improvement of the ECCSEL RI.
