Fenix governance

With this deliverable the full governance structure for Fenix will be established. Documentation will be provided on all established entities, its current compositions and the created legal framework. The latter includes among others a copy of the Fenix MoU and a current version of the by-laws of the Fenix Council.To be delivered to: Fenix stakeholders as well as those science communities that might be interested in using the Fenix infrastructure
