Tool for enhancing local and regional energy planning - draft

This tool aims to support local and regional authorities during the planning and implementation process of SECAPs. The development of a SECAP is a demanding procedure which must define policies and measures in line with the vision and objectives of the Covenant of Mayors, establish budget, financing sources and mechanisms and make appropriate allocation. To support the elaboration of the plan the tool will develop a decision-framework with indicators for choosing measures to be entered into SECAP.First draft will be delivered in month 18 and a final in month 36.It will be both an online tool and a report version of the tool guidance.
