Collaborative and capacity building components (M9, M12, M48)

This document is one of the outcomes of Task 2.3. First version will provide insights on the design of this component (MVP with mockups), whereas on M12 a first version of the platform will be available (covering the social collaboration context). In the last version the e-learning component will be included, along with full implementation details of the collaborative components
