KPIs for evaluating and assessing the features of the Testbed

The set of KPIs is for determining how the platform is fulfilling the requirements of experimenters and owners. This is an internal input to the evaluation deliverables. It is an external input to Operators and other stakeholders that will need to measure their platforms
