Definition of KPIs of the DT and different scenarios

Report giving the conclusions on the KPIs and scenarios for the DT. This report presents the results and findings of Task 2.1. It presents a clear picture on the main KPIs to capture the impact of the NAIADES III actions and presents the defined baseline scenario as well as the defined policy target scenario.
