WP2 Discharge models and swarm data v1 released

Software release (open-source): swarm parameter data obtained in task 2.1 and first version of model from task 2.2 (Early versions of the models will be released as open-source software and updated throughout the project period). Swarm Parameters for N2/O2/ CO2 mixtures will be published on lxcat.net.
