Protocol defining harmonized input and output datasets for T1.1, T1.2, and T1.3

Report that specifies the spatio-temporal characteristics of harmonized input datasets (e.g. XCO2, SIF, spatiotemporal fossil fuel CO2 emission estimates (from WP3), surface observations) and output datasets (inverted fluxes) for use in T1.1, T1.2, and T1.3.
