Infrastructure for Submitting and Managing IoT Experiments V2

It will reflect the outcomes of tasks T4.4 and T4.5. It will include a prototype implementation of the portal infrastructure and development/deployment/management tools, along with an accompanying report. The deliverable will be released in two iterations.
