Design and implementation of P2P infrastructure

This deliverable includes the design of the P2P infrastructure, the EUNOMIA P2P APIs and a first placeholder implementation of the P2P APIs for the remaining EUNOMIA modules to start integration (1st phase; M13). It will include the implementation of the full P2P functionality (2nd phase; M26).
