RESCUER use cases and user requirements - Update

This deliverable will update the description of all the defined user requirements and the use-cases that will be used for system development and evaluation. This deliverable will additionally also describe in detail how the proposed system will be used and what are its expected benefits. This update takes place after the conclusion of the first pilot (M23)
